This t-shirt design is a parody of an old Soviet cartoon called Gray Neck. In the cartoon, a bird with a gray collar is hunted by a fox. The parody happens when one letter is changed in the Russian title and it becomes Gray Gang (as shown here). Idea by Tymofiy Zelenskyy.
